EcoMod-2011Команда SUST-RUS приняла участие в международной конференции EcoMod2011. Конференция была организована с целью обмена опытом в области количественного анализа для выработки политики и принятия решений в государственном и частном секторе. На конференции освещались все сферы прикладного моделирования в экономике.

The regional social accounting matrix (RSAM) for Russia is constructed for the SUST-RUS regional computable general equilibrium model. The SUST-RUS model is aimed on assessment of sustainable development policies in Russia. In the process of the RSAM construction different data sources were used: input-output tables, SNA data, Russian interregional trade data, tax and budget data, household surveys, as well as Russian trade statistics. The paper elaborates on the availability and reliability of data resources, methodology of RSAM construction. The constructed database corresponds to year 2006 and consist of 7 federal districts of Russia, each represented by 32 industries, 3 household types, regional and federal government.

SUST-RUS RSAM is constructed according to top-down approach, namely, regional social accounting matrices are approximated and balanced by a country-wide matrix and relevant regional data, including inter-regional trade. One of the major steps or construction of the country-wide social accounting matrix is disaggregation of the Russian input-output table suitable for the purposes of the SUST-RUS project. Methodology of the input-output table disaggregation is discussed in details.

SUST-RUS Model: a CGE-model on Regional Level for Sustainability Policies in Russia

The SUST-RUS model belongs to the group of regional CGE models, applied to analyze policies with a strong social, economic and environmental dimension. The SUST-RUS model can be used to assist policy makers in their choice of medium and long-term sustainability policies, for the implementation of the EU strategy for sustainable development in Russia as a well as an efficient incorporation of the sustainability goals into the existing Russian policy tools on regional and federal levels.

The Economic and Environmental Implications of Russian Sustainability Policy

Russia is currently experiencing a turnaround in its energy and climate policy. We analyse the effects of different environmental and energy policies on the Russian economy and the state of the environment at both federal and region level. The core SUST-RUS model augmented by the environment module will be used to assist policy makers in their choice of medium and long-term policies for sustainable development in Russia.

The development of the environment module within the SUST-RUS model first involves the modelling of all relevant GHGs differentiated by regions, sectors and fuels. It thereby concentrates on environmental implications related to CO2 emissions, deposition of acidifying emissions and ambient air quality. The module uses all emission information and translates it, when appropriate, into deposition, air-concentration and demade data both on federal and regional level. In a second step, the module assesses the effects or different policy instruments, including taxes and tradable permits, on the behaviour of economics agents. In particular, it analyses different mechanisms which cause behavioural changes affecting the emissions level: thereby, abatement cost functions are specified differing between sectors and pollutants. Second mechanism affecting the emission level is related to the substitution of fuels in the production which occurs while input demand is linked to the relative prices of these inputs. Finally, there is an emissions reduction due to a demand driven adjustment in production quantity (through taxes or other instruments).
